Storms brought heavy rains and strong winds through Maryland and Washington, leaving thousands without power and motorists stranded by flooded roads.

Roads in several areas, including an exit from Interstate 95 in Baltimore, were closed because of high water. Baltimore transportation officials also reported northbound I-295 between I-695 and I-95 and southbound I-295 between I-95 were also closed as of 7 a.m.

The National Weather Service said that 2.61 inches of rain fell at BWI, which broke the previous record for that day set back in 1979, when 1.7 inches fell. So far Thursday, the area has seen 0.01 inches of rainfall.

Wednesday evening, city firefighters rescued at least three more people from cars trapped in the floodwaters, said Sam Johnson, the department spokesman.

The powerful storm system swept across the East Coast on Wednesday, killing four people in Virginia and knocking out power to tens of thousands of homes and businesses in the region.

At least 15 structures were destroyed and 25 injuries were reported when the storm passed through Essex County and the town of Tappahannock, about 45 miles northeast of Richmond, state police said. The injuries ranged from minor to serious, but were no confirmed fatalities.

In Harford County, firefighters rescued three people from cars on flooded roads. On Facebook, the department urged drivers to avoid the risk of crossing the water.

Central Maryland was under a tornado watch throughout the evening. Some parts, including St. Mary's County, were under tornado warnings.
