Todd Christopher Plummer, 41, of the unit block of Pennsylvania Avenue was charged with one count of second-degree assault. He was initially held without bail, but it was changed to $2,500 after a Friday bail review. He has not posted bail as of 6:30 p.m. Friday, according to electronic court records.
