The Ravens have declined the fifth-year option on safety Matt Elam, making the 2013 first-round pick a free agent after the upcoming season. If the Ravens had exercised it, Elam would have been in line to make between $5 million and $6 million in 2017. Elam started 15 games as a rookie and then was benched late in the 2014 season. He tore his biceps early in the summer last year and spent the season on injured reserve. While injured, Elam served a one-game suspension for violating the league's substance abuse policy.
