Senate President Thomas V. Mike Miller Jr. shuffled the membership of a key committee Monday because a senator has been absent due to health issues.
Miller announced Monday that he moved Sen. Nathaniel McFadden to the Judicial Proceedings Committee to take the place of Sen. Lisa Gladden, who has missed the last couple of weeks due health problems resulting from a fall.
Gladden will move to the Budget and Taxation Committee, where McFadden has served.
The Judicial Proceedings Committee is still reviewing a number of key issues, including changes to the Law Enforcement Officers Bill of Rights and bills dealing with police accountability. Miller said it was important to have another African-American and a representative from Baltimore as decisions are made. McFadden and Gladden are both African-American Democrats from Baltimore.
The Judicial Proceedings Committee has 11 members, so a bill needs six votes to pass. At least one key bill -- setting a fine for police who don't seatbelt people under arrest -- failed on a 5-5 vote with Gladden absent.
The Budget and Taxation Committee, has finished its biggest task of reviewing Gov. Larry Hogan's proposed budget. The committee still will have to resolve differences with the House of Delegates version of the budget and also has policy bills to consider.
