Matt Beers launches third-party bid against Rep. Andy Harris

A 25-year-old former Navy submariner said Thursday he will run as a Libertarian in Maryland's 1st Congressional District, challenging incumbent Rep. Andy Harris' positions on marijuana and foreign engagement.

Matt Beers, an Elkton native who is pursuing a degree in secondary education at Cecil College, joined the Navy in 2009 and served aboard the USS Hartford, attaining the rank of petty officer second class.

Several Republicans and third-party candidates have lined up to challenge Harris in part because of his position on pot. Harris, a Republican member of the House Appropriations Committee, garnered national attention last year for attempting to block efforts to decriminalize marijuana in the District of Columbia.

Yet after the state's 2011 redistricting, the overwhelming majority of voters in the 1st District are registered Republicans, and Harris has won with wide margins recently in both primary and general elections. The First includes the Eastern Shore and portions of Baltimore, Carroll and Harford counties.
