WASHINGTON -- A wink and a nod is usually intended to convey a message subtly, covertly.
It's usually not directed at a C-SPAN camera from the floor of the House of Representatives.
Yet Rep. Andy Harris has received a barrage of attention Wednesday for a video that shows him repeatedly winking at a camera as Rep. Buddy Carter, a Georgia Republican, speaks at the lectern.
The Maryland Republican is seen slipping in behind Carter, ensuring he would be in view. He then begins winking while sending messages on his phone -- presumably to the intended target.
And the target, according to Harris' office?
His mom.
"His mother watches C-SPAN," Harris aide Chris Meekins told National Journal, "and it makes her day to see him."
