Bill advances in Senate requiring criminal checks for doctors

Former Catonsville family doctor William Dando was convicted of rape in Florida years ago, but the State Board of Physicians failed to discover that in licensing him to practice in Maryland.

Legislation requiring criminal background checks for physicians advanced Tuesday in the Senate, as lawmakers moved to close a regulatory gap that allowed a doctor convicted of rape in Florida to get a license to practice in Maryland.

Sponsored by Sen. Joan Carter Conway, a Baltimore city Democrat, the bill (SB449) would require all applicants for a physician's license to be fingerprinted and undergo a background check. Other health professions already require such screening.
