Sixteen candidates file for Annapolis Democratic, Republican central committee seats

Sixteen candidates have filed to run for Annapolis Republican and Democratic central committee seats.

The candidates were among members of both parties who also filed for mayoral and City Council seats ahead of Monday’s candidacy filing deadline.

The central committees are tasked with running voter registration campaigns, promoting the election of candidates from their parties and filling vacancies among other duties. They are to be made up of one member from each of the eight wards and one at-large member. Members must be either a Republican or Democrat and a registered voter. They serve four-year terms.

Republican Central Committee Chair Steve Strawn had originally filed to represent Ward 1 but withdrew his candidacy and filed to run for mayor Monday instead. He will likely be the Republican mayoral candidate and would face Democratic Mayor Gavin Buckley in the Nov. 2 election.

Strawn has represented Ward 1 on the central committee since 2013.

Six of the Republican candidates are newcomers, including two who are hoping to replace Strawn and George Gallagher, the Ward 6 representative who is running for City Council.

Ward 3′s Michael Dye, the vice-chair, and Stacey Crown, treasurer, are the two current members seeking to retain their seats.

Six of the Democratic candidates are current committee members.

Democratic Chair Tom McCarthy has filed paperwork to continue representing Ward 1, but plans to resign the seat soon because he is moving to Eastport, he said.

McCarthy said he expects to be replaced by Vice-Chair Loni Moyer, the Ward 6 representative. He plans to remain involved in the committee and may serve as an appointed alternate for the at-large seat, he said.

David Frankel is the lone Democratic newcomer running in Ward 7 and will face current member Mary Ann Arnett in the Sept. 21 primary. Their race is currently the only contested primary — two people from the same party running for the same seat.

There are still some open seats on both central committees that could be filled with a nominee by the respective committee by Aug. 9.
