Former Havre de Grace Councilman cleared of allegations he violated his parole conditions

Charles Albert Maslin, former Havre de Grace city councilman, is out of jail and will continue on parole after a Maryland Parole Commissioner ruled Tuesday that he did not violate the conditions of his release.

After earning enough credits, Maslin was released on mandatory supervision from the Division of Corrections in December of 2007, and as a condition of that release, ordered to have no contact with children under the age of 18.

Maslin was accused of violating that condition, Havre de Grace police served a warrant on him Aug. 9 and he was jailed.

At a hearing before the parole commission Tuesday, a commissioner ruled Maslin had not violated his probation, according to Mark Vernarelli, director of public information for the Maryland Department of Public Safety and Correctional Services. The commissioner ruled photos submitted as evidence of the violation did not show Maslin had any direct contact with children, according to Vernarelli.

Maslin will remain under the supervision of parole and probation and under the same conditions of release, according to Vernarelli.

The allegations came after a concerned citizen reported Maslin's involvement with a snowball stand and the near impossibility to avoid contact with children under the age of 18 when involved with a business of that kind.

Maslin was convicted in 1997 of sexually molesting James Christopher Waters, a boy who grew up in the Maslin family's home, when Waters was between the ages of 9 and 13.
