Howard County police check on sex offenders; one charged, one sought

A police sweep checking on the 91 registered sex offenders in Howard County found all but two where they were supposed to be. One of the two was found at a different address and arrested; the other could not be located.

The sweep was done in October to check on whether any of the offenders were in violation of reporting requirements, according to Howard County Police Department spokeswoman Sherry Llewellyn.

Thomas Joseph Gauthier, 31, was found in Cecil County rather than at his listed Howard County address, Llewellyn said. He was arrested and is facing one count of failing to notify authorities.

Police could not find James Lincoln Spivey, 47. A warrant has been issued for his arrest.

Police detectives monitor the registry, visit offenders' residences and jobs and follow up on complaints with the community about offenders who either have not registered or are not living where they are registered as living.

During the sweep, offenders who are on probation were reminded that they are not allowed to participate in Halloween, police said.

"We wanted to do this sweep before Halloween to make sure we know where our sex offenders are living," Police Chief William McMahon said in a statement. "We recommend that parents check the sex offender registry before taking their children trick-or-treating."
