A man accused of killing a patient at the Clifton T. Perkins state psychiatric hospital in Jessup was indicted Tuesday, Nov. 22, by a Howard County grand jury.
Andre Mayo, 46, has been charged with one count of first-degree murder and one count of second-degree murder, according to online court records. Mayo is accused of killing Rogelio Mondragon, 40, on Oct. 27.
Mayo is being held without bail at the Howard County Detention Center in Jessup.
Mayo and Mondragon were both patients at the hospital, according to the Maryland State Police, which is investigating the case.
Police say hospital staff were conducting their rounds at about 6:30 p.m. on Oct. 27 when they saw Mondragon lying unresponsive on the floor. Hospital staff and paramedics were unable to resuscitate him, and he was pronounced dead.
Evidence on Mondragon's hands and face suggested he might have been in a fight, police said.
Mondragon's death was one of the three at the facility in 13 months, and one of two within the span of a week.
El Soundani Elwahhabi, 51, is awaiting trial on a charge of first-degree murder, accused of killing 45-year-old Susan Sachs in September 2010. Vitali Davydov, 24, has been charged with one count of first-degree murder, accused of killing David Rico-Noyola, 22, on Oct. 21.
Also indicted by the grand jury this week was Jung Gon Kim, 54, of the 14000 block of Bear Creek Drive of Boyds in Montgomery County. He has been charged with second- and third-degree sex offenses for allegedly abusing a 13-year-old male victim at a hair salon where he worked in Ellicott City.
Kim is out on $250,000 bail.
