MdTA still discussing toll hike plan for bridges liking Havre de Grace, Perryville

Maryland Transportation Authority's board of trustees is edging closer to winding down its highly controversial proposal for toll increases on the Susquehanna River bridges and revocation of the AVI decal program for the Hatem Bridge.

The MdTA expects to release a summary report on the public-comment period sometime this month.

The public hearings took place in June and drew hundreds of residents and elected officials to Perryville and Havre de Grace. MdTA received a total of about 4,000 comments, according to its website.

The board also expects to vote on a final tolling plan later this summer. It has already agreed to postpone the implementation of any part of the proposal until at least the end of the year.

Suzanne Collins, chief of staff for Sen. Nancy Jacobs, who represents Cecil and Harford counties and has been active in the fight against the toll increases, said Wednesday that Jacobs was again planning to attend another discussion the board was having Thursday.

"They are expecting to make more specific decisions next week," Collins said. "[Jacobs] is listening to what they are discussing so she is on top of it."

Collins said Jacobs can no longer offer feedback as such because the board members are just discussing the issue among themselves.

Jacobs spoke with transportation secretary Beverley Swaim-Staley last week.

"The stories [from residents] obviously made an impression," Collins said.

She noted that board members mentioned a number of residents who testified by name and obviously seemed moved by their personal stories, especially from those who needed to go across the bridge regularly for vital medical services.

Jacobs said last week the MdTA is reconsidering its plan in light of the public outcry.

The original plan was to have Hatem Bridge users ultimately pay an annual $72 for an E-ZPass in 2013, up from the current annual commuter rate of $10 per vehicle.

It also called for implementing the system on the bridge effective Oct. 1, with an annual rate of $36 until July 2013.
