Assistant Public Defender Brian Cunningham told District Court Judge Victor Butanis during Talbert's bail review hearing that he is a lifelong Maryland resident with one prior conviction. He asked Butanis to reduce Talbert's bail to $20,000. Assistant State's Attorney Bruce Smith asked for bail to remain as set and Butanis agreed.
