Harford non-profit leader questioned, granted one-day liquor license

After extensive questioning, the organizer of a local non-profit organization was granted a one-day license for a fundraiser.

The non-profit group got a little lift from one of the members of the Harford County Liquor Control Board, which approved the temporary license.

Lorraine Bailey-Carter, founder and organizer of Women's Challenge Inc., was to appear before the board last Wednesday to answer questions regarding her organization.

Liquor board members were unclear about the organization's financial records, when it was incorporated and why it never filed certain tax forms. The confusion was cleared up, but board members were still concerned that Bailey-Carter wasn't keeping proper financial records.

She told the board none of her events has ever generated a profit. All of them, she said, have operated at losses, and she has made up for those losses out of her own pocket.

"This is not a money-making endeavor," she said. She lost her mom at 12 and her dad at 16, and knows what it's like to do without. "I want to give to people who don't have. Every child deserves to have mentoring and nurturing."

Board members ultimately voted, 3-0, Vernon Gauss and Sandi Tunney were absent, to approve the license.

Board member Randy Worthington gave Women's Challenge Inc. a little boost, buying two tickets to the fundraiser that had been scheduled for Saturday night.

In other business:

Requests by Looney's and Dark Horse Saloon to hold outdoorSt. Patrick's Dayevents were approved by the board, provided the Town of Bel Air approves permits to erect the tents.

Looney's requested permission for a tent on its property March 16 to 18, while Dark Horse sought permission for just March 17.

Liquor board officials said both places have been doing similar events for the past few years and the liquor board has never had any problems with either of them.

The board received a letter from Clifford R. Brown, owner and resident licensee of Cliff's Liquors on Route 1 in Darlington. Brown told the board he would be on vacation in Florida until March 15 and not at his store. He left for Florida in December.

Resident liquor licensees are required to notify the board if they plan to be out of town for extended periods, which Brown did not do. Board representatives told Brown to make sure he provides such notification next time he intends to be gone for a long time.

The board approved adding Danielle Ervin as a resident licensee to the license for Aberdeen Beards Hill Corp., doing business as Clarion Hotel, in Aberdeen. Ervin, a 20 percent owner, has been working for the company for 15 years. Timothy Engle is the other licensee.

The board approved one-day beer and wine licenses for Sportman's Chapter – Izaak Walton League of America on Feb. 26 and Havre de Grace Lions Club on March 17, and one-day beer, wine and liquor licenses for St. Ignatius Catholic Church March 3, St. Margaret Church and School March 10 and St. Patrick Church March 11.
