I wish to thank all citizens who came out to the Harford County Council meeting to oppose the Livability Code last week. Bill 12-02, Livability Code, was objectionable in many parts, not just its requirement to register selected residential rental properties. It was discriminatory, and would have engendered its own discrimination. The provisions for registration renewal and enforcement would have put so much authority into one agency that the potential for abuse would have been untenable. Declaring "targeted neighborhoods" blighted, may have benefited tenants indirectly, but the consequences would have been far reaching and in reality, could have destroyed entire neighborhoods. In total Bill 12-02 would not have improved conditions for tenants, property owners or Harford County. Thankfully, the bill was eliminated.
