Dundalk man charged with attempted manslaughter

A Dundalk man is being held on $250,000 bail after allegedly driving away with a police officer hanging out of his car.

William Scott Fetzer, 31, of the 3100 block of Liberty Parkway, was charged Dec. 9 with attempted manslaughter, first-degree assault, three counts of second degree assault, two counts of vandalism, failure to obey a lawful police order, resisting arrest, giving a false statement to a police officer, four counts of possession of a drug other than marijuana, marijuana possession, drug possession with intent to distribute and narcotics possession with intent to distribute.

On Dec. 8, at Treetop Drive and Pulaski Highway, a Harford County sheriff's deputy pulled over a vehicle that had several items in the rearview mirror obstructing the driver's view, according to charging documents. The deputy noted in charging documents that the driver, Carl David Davenport Jr., 23, also of Dundalk, and Fetzer both appeared to be very nervous.

Davenport was also charged in the incident, with marijuana possession, resisting arrest, failure to obey a lawful police order and second-degree assault of law enforcement.

Later on, after Davenport got out of the vehicle so deputies could use a dog to sniff the car for drugs, according to charging documents, Fetzer switched from the passenger seat to the driver seat and started the vehicle. Although deputies attempted to stop Fetzer, according to charging documents, he allegedly struggled with them and was able to put the vehicle in drive.

Fetzer drove away, allegedly with one of the deputies still partially in the vehicle, according to charging documents. He drove east on Pulaski Highway and hit a curb, causing the deputy's head to hit the windshield. Fetzer allegedly continued to struggle with police officers, according to charging documents, grabbing one's face and kicking another in both legs

Deputies were able to control Fetzer shortly thereafter and called for emergency medical personnel to treat his wounds. After the struggle, deputies then searched Fetzer and, according to charging documents, found several hundred dollars, suspected cocaine and suspected Oxycodone.

They also later discovered the Fetzer allegedly lied about his middle name and birth date.

As of Tuesday morning, Fetzer was being held at the Harford County Detention Center. Davenport was released after posting $5,000 on Dec. 9.
