Two charged in February car theft, arson in Havre de Grace

Two Harford County residents were charged with arson-related charges in connection with the theft and destruction of a sedan in Havre de Grace at the start of the year.

Brian Dea Cowan, 25, who previously had an Aberdeen address and is already being detained at the Harford County Detention Center on unrelated charges, was charged Tuesday with first-degree malicious burning.

Cowan's suspected cohort, Regan Eve Monahan, 23, of the 100 block of South Main Street in Bel Air, was charged by criminal summons the same day with the same charge.

Around 3:30 a.m. Feb. 27, firefighters from Level Volunteer Fire Company were dispatched to a vehicle fire in the 3900 block of Wilkinson Road in Havre de Grace, according to a release from the state fire marshal's office.

Firefighters quickly extinguished the flames, but investigators determined the fire was set intentionally in the passenger area of the 2007 Mazda sedan, according to fire officials. The fire caused about $10,000 damage to the vehicle.

Officials notified the owner, Kristen Parnell, of the fire. She was unaware the vehicle was missing from her home and reported the car stolen, according to fire officials.

Since February, deputy state fire marshals and members of the Harford County Sheriff's Office Auto Theft Unit investigated the fire and allege Cowan and Monahan were responsible for the theft and setting the vehicle on fire, according to fire officials.

Both Cowan and Monahan were each issued a criminal summons last month in connection with the incident. They are facing charges of unlawfully taking a motor vehicle, unauthorized removal or property and theft between $10,000 and $100,000 in that case. Additional arson charges are pending, according to fire officials.
