How to 'welcome' immigrants

Maryland can welcome 'illegal immigrants' but they ought to learn English

Regarding the article on immigration reform ("In Maryland, Trump order on sanctuary cities draws praise, concern," Jan. 25) which I endorse 100 percent, here's a unique idea: Set up a program to make illegal immigrants — yes, that is "illegal" and not "undocumented" — legal citizens of this country.

They would have to go through all the steps required for citizenship to include learning the English language. Those refusing to go through the program should be immediately deported. In this way, we are offering them the right to be here as legal citizens. As a side issue, can Mayor Catherine Pugh define a "welcoming" city versus a "sanctuary" city? Stop the nonsense and hiding behind words, Mayor Pugh. Call it like it is!
