Lt. Gov. Anthony G. Brown wants to make military retirement pay exempt from state income tax ("Brown proposes veterans tax break," Nov. 12). Does he also propose to reduce state spending by the amount of the tax cuts? Or does he intend to make up the deficit by raising taxes?
