Officer Tshamba's behavior not surprising

Why should any of us be surprised that Officer Gahiji Tshamba got angry and shot a man 12 times ("City officer gets 15-year term," Aug. 17). A few years ago, this police officer, while off duty and intoxicated, fired a gun at a car. Incredibly, he was allowed to continue serving as a police officer after this dangerous incident.

Police administrators need to take bold action in situations like this, taking badge and gun and terminating these officers immediately. They should also recognize that officers involved in incidents of this type are not just incompetent but are mentally ill.
