Gov. Larry Hogan's actions to lower tolls on Maryland's roads and bridges are but another part of the Republican strategy to shift the burden from the haves to the have-nots ("MdTA OKs lower tolls," May 8).
Roads and bridges need to be maintained and rebuilt from time to time. The money comes from the taxpayers or the users. Under Mr. Hogan's plan, out-of-state drivers, big truckers and affluent vacationers will pay less while people without cars who don't vacation in Ocean City and citizens of the western counties will pay more.
