The late Susan P. Tippett (Feb. 13) wielded unbounded energy and grit as she lobbied on behalf of energy assistance in Annapolis and the Baltimore region. She spoke plainly and pointedly before committees of the General Assembly. In the 1980s she became a persistent presence before the State Oil Overcharge Committee where she regularly kept the late comptroller, Louis L. Goldstein, and representatives of the Maryland Energy Administration aware of less fortunate energy users. She commanded more respect before state government than many who spent freely representing their clients. Indeed, most of Ms. Tippett's true clients were probably unaware of her advocacy on their behalf. It was a privilege to learn from and work with her.
