Why didn't the DOJ investigate city police years ago?

Is it a coincidence that the investigation of the Baltimore City Police Department by the Department of Justice was requested by Mayor Stephanie Rawlings-Blake 14 months ago just after the Baltimore riots? ("A damning report," Aug. 11.) Her leadership during this insurrection was woefully inadequate. Why wasn't the investigation initiated years ago?

Unfortunately, this appears to be a political decision and will cost taxpayers tens of millions. Meanwhile, our men and women in blue will continue trying to maintain law and order on the streets of Baltimore.
