Isn't there a rainy day fund for residential emergencies like the one brought on by the recent cold snap ("Water outages, frustration mount," Feb. 25)?
Your story described city residents who couldn't get needed services because no one knew who should pay to fix their problems.
It's simple: Pay the plumbers to fix the problems out the city's rainy day funds.
Get the lawyers on staff for the city to work out who should pay. Then use city accounting services to dun whoever owes and work out an equitable arrangement for payment, without interest, back into the fund for the next time there's a problem.
Why hasn't someone already thought of this?
