The conclusion that the state pay more money toward city schools sounds interesting, but a detailed examination of how current money is spent would be more in order ("Maryland state and local governments urged to increase school funding by $2.6 billion," Dec. 8).

Each year, additional dollars are requested and given, but test results for city students remain very low. Is it the teachers fault? I don't know. What I'm sure of is that the parents have to bear more responsibility.

It has to start at home or there will be a continuation of low scores, uneducated children, more crime and no opportunity for any success for them or our city.
