How to expand Baltimore's tax base

I have a couple of suggestions on how to make up for the city's loss of revenue due to state budget cuts ("Miller, black lawmakers voice concern over school cuts," Jan. 29).

There's a fat cat that doesn't contribute to Baltimore City's or Maryland's tax base and seems exempt from paying their its share. The Catholic Church owns a lot of prime land that has never been taxed.

I paid $2,500 in property taxes last year for my little ranch house on two-fifths of an acre. I wonder how much property tax would be due on the thousands of prime acres that the Catholic Church owns in Maryland?
