Any plan for Baltimore's disenfranchised?

The Rev. William A. Au, the writer of the commentary, "Is this time different?" (June 7), is right on target. We know what to do about improving Baltimore post-Freddie Gray. The question is: "Do we have the will to do it"?

In addition to the many good works being done by the churches and non-profits in the Sandtown-Winchester area, there needs to be a comprehensive action plan in consultation with the leadership of that community which will address their needs as well as the needs of other parts of the city living in poverty. Systemic change is required to significantly improve the situation. Is there such a plan by those who have the power to make a real difference?

Gov. Larry Hogan and Mayor Stephanie Rawlings-Blake have been strangely silent in terms of keeping the public informed. What about the state legislature and the Congress? If a coordinated effort is in the cards, please let the public know. If not, why not?
