The article on collapse of plans to expand the Howard Street Tunnel raises the question, why if the tunnel is so important to East Coast freight, did it fail to win federal funding (“CSX decides not to seek expansion of Howard Street Tunnel,” Nov. 1)? Perhaps the answer, buried deep in the article, is that CSX could afford the cost had it not spent 10 times the amount requested to buy back its stock, preferring financial cosmetics to better railroad operation.
