Nobody in city hall noticed a missing $20M?

A consultant for the city noticed that Transdev (the company that runs the free Charm City Circulator) billed and was paid for thousands of hours during which the service was not operating (“Baltimore sues Transdev, alleging it overbilled city $20 million on Circulator,” Sept. 12). Where was Transportation Director Michelle Pourciau? Who approved these invoices? Why wasn't this caught in the annual audit required by law? There was an audit, right?

Mayor Catherine Pugh, the transportation department, and City Council have a lot of questions to answer. Twenty million dollars is a lot of money. Baltimore will never escape the cloud of corruption that surrounds the city until we have a government that works.
