It's ironic that the Baltimore riots prompted Gov. Larry Hogan to rush to Baltimore at the same time he is withholding from the city $11.4 million in education funding for city youths ("Hogan says he'll look again at spending," April 15).
As the whole country wrings its hands over what to do to help youth see a brighter future, the funds already set aside by the legislature for improved education in the city are not available.
Mr. Hogan must release the money set aside for Baltimore City's schools as well as the rest of the $68 million that is being withheld from 12 counties. Let that be a start toward a better Baltimore.
