Larry Hogan, Governor of Maryland, meets with The Baltimore Sun to discuss the budget process, the criminal justice reform bill, and the Baltimore Liquor Board bill, amongst other items. (Kim Hairston, Baltimore Sun video)

I'm confused by the article regarding Gov. Larry Hogan's decision to not spend $80 million set aside by the General Assembly ("Hogan holds back $80M," Aug. 4). From past reporting, I know that the state has improved its unemployment numbers and that housing numbers were still strong. Most important of all, I learned that casino revenues were ahead of expectations — and that should benefit K-12 public education.

It is for this reason that I ask, what revenues are lacking enough that Governor Hogan has moved to curtail spending on school repairs? I would think if cuts are necessary, we should identify where the revenue fell short and cut that item in lieu of luring gamblers into our casinos under false pretenses.
