You didn't say it in your editorial ("Hogan's 'rain tax' straw man," Feb. 12), but the reason most of us lean toward Gov. Larry Hogan on this issue is because of the lack of fiscal accountability regarding the $60/year (on top of $60/year for Chesapeake Bay restoration) being drained out of our metered water bills.
Maybe if the "rain tax" overseers revealed how much money they are taking in, where it is stashed, what are their salaries, how it's being spent and a lot more, the citizenry would be more open-minded toward it. Also, the citizenry knows that the stormwater runoff problem is small potatoes compared to the problem of chicken manure phosphorus, which our legislators resist confronting.
