Don't want to tax the rain? How about taxing fertilizer instead

In response to the article "Hogan unveils bill to repeal 'rain tax'" (Feb. 10): As an alternative to a stormwater management fee, how about a tax on lawn services that spray chemicals that wash into storm drains, adding to algae blooms that are killing our Chesapeake Bay? Add to the tax a fine for those caught spraying while it is raining, which virtually guarantees the pesticides and fertilizers end up in the bay.

Fine those who use blowers to send grass clippings and leaves into our gutters, which end up in the bay as well. These fees could be earmarked to help fund stormwater mitigation while alerting citizens what an unnaturally green lawn or golf course really costs in the long run.
