Real justice requires a clean sweep at the top

The Justice Department wrote an incredibly damning report claiming that the Baltimore Police Department is a complete and utter disaster ("Baltimore Police fail to police themselves, Justice Department finds," Aug. 10).

The report found major flaws in even the most basic modern policing practices. The mayor and top city officials are responsible for the police department. Street cops only reflect the policies and practices set by those at the top.

The sweeping changes recommended by the Justice Department should include replacing the mayor and top city officials.
