Understanding PeakRewards

I'd like to share some observations I've made in elderly friends' apartments. They apparently didn't read the fine print when they signed up for BGE PeakRewards.

In one apartment, the air conditioner was set for 72 degrees, yet it registered 80 degrees. Another friend had no air conditioning for five hours on a blistering Saturday.

When BGE cut service, the company had no way to tell if these people were elderly (they were), sick (they are) or had heart conditions (they do).

Should we shut off our central air conditioners and use fans only in the rooms we're in, like we did 50 years ago?
