Who is accountable in Baltimore?

So, let me see if I understand this completely. Contractual employee and attorney Glen K. Allen is terminated for having neo-Nazi ties in his past (as he should have been) by City Solicitor George A. Nilson who is terminated as well by Mayor Stephanie Rawlings-Blake. City Solicitor Nilson was terminated for hiring Mr. Allen in the first place even though he states he had no prior knowledge of Mr. Allen's past affiliations and after he had already taken the proper steps to terminate him ("Nilson says his firing by Mayor Rawlings-Blake was unfair," Aug. 21).

Mayor Rawlings-Blake terminated Mr. Nilson without the benefit of a face-to-face meeting or the professional decency of discussion before his termination? To this day, however, through three mayoral administrations, Paul Graziano maintains his employment and six-figure salary after an arrest for public drunkenness while spewing homophobic slurs and then is connected to one of the biggest scandals Baltimore has seen when the staff of the Housing Authority of Baltimore City are accused of coercing sex for repairs from tenants?
