Poor parenting is Baltimore's problem, not bad policing

It is interesting — and misguided — that commentator J. Howard Henderson never used the term "personal responsibility" in his recent op-ed ("Baltimore needs to bridge inequalities," May 8).

The underlying, most important issue in the whole Freddie Grey controversy is that young people in Baltimore City are not being raised properly. We will not fix this problem without fixing that.
