Gov. Larry Hogan and his supporters keep talking about his "mandate" to fulfill all of his campaign promises, regardless or whether they help or hurt our state.
We just had one of the lowest voter turnouts I can remember in Maryland. Mr. Hogan received less that 20 percent of the electorate's votes. I don't think less than one-fifth of anything is a "mandate."
Just because so few people took advantage of their right to vote doesn't mean the entire state gave Mr. Hogan a blank check. If the Democrat who ran against him had run a better campaign, and if enough people actually cared about the future of our state, Mr. Hogan probably would have lost, most likely by a landslide.
This was a classic case of someone losing an election, not of someone winning it.
