Striking at a recalcitrant politician by harming his constituency was not original to the governor of New Jersey, but Maryland Gov. Larry Hogan might find it instructive to look at the harm that this tactic did to the reputation of Gov. Chris Christie ("Hogan can't make spending switch without Assembly OK," May 20).
