Hogan did not 'cut' education

The Baltimore Sun continually misrepresents Gov. Larry Hogan's proposed budget ("'Headed in the right direction,'" March 17).

He does not propose cuts in education but instead does not grant the full increases to existing budgets expected by jurisdictions in Maryland. The House committee restored the increases by under-funding the state's employee pension plan.

This is a mistake continually made by state legislatures to kick the can down the road and place the onus on the next generation.
