Edward J. Gallagher wasn't quite a czar ("Gallagher, longtime city budget cazr, to retire," Sept. 27), but I worked closely with him in several of my positions in Baltimore city government, and he was quite remarkably dedicated, competent and principled. He leaves enormous shoes to be filled.
