Government fails at flood prevention

Here is another example of why big government is not working: For decades, we have had government employees at the federal, state and local levels working on storm water management, and it appears that they have done very little ("Severe flooding ravages West Virginia," June 24).

We have had flooding in Texas this year much like what happened in the 1990s. As a taxpayer, I would like to know what all these people are doing in between floods.
