Maryland is the first state to make environmental studies a requirement for high school graduation. The effort should start in first grade on the first day of school and continue through graduation.

Recently, while driving in northeast Baltimore, I saw a grown woman stopped at a traffic light emptying garbage from her car window onto the street. Later, while driving through Belair-Edison,

I spotted a trail of garbage from someone who had been at a McDonald's.

One is tempted to protest when witnessing such offenses, but in such cases silence often is the better part of prudence.

The media, both print and television, should mount a campaign against this sort of littering in Baltimore City and its environs. Politicians, too, should get in on the campaign, because the problem is only getting worse.
