Better materials could mitigate Ellicott City flooding

"Building pressure," the Sun's August 14 investigative report about the Ellicott City flood, discusses numerous possible causes and abatement remedies. Nowhere is there mention of the use of pervious or permeable paving as a viable abatement measure to lessen storm water runoff. This is a glaring omission.

Unpopular with builders and municipal officials, both because of archaic thinking and additional cost, pervious paving has a proven track record as a useful tool in storm water management and should be part of the discussion going forward.
