Baltimore isn't even trying to reduce police brutality

Regarding the Sun article "DOJ to hold community meeting on city police" (April 12), we already know what works to limit police violence. Baltimore is doing none of it and has no plan to do so.

It's pointless to take 30 months (!) to offer "recommendations" to the proven incompetents now in charge in Baltimore; the current command is the main problem.

Here is what is needed, and what has been shown to work in Detroit and Oakland:

1. Establish outside enforcement of specific standards in police behavior.

2. Make police commanders — not rank and file officers — subject to punishment if behavior standards are not met. (This will get the rank and file police on the side of new standards.)

3. Since the current command has demonstrated it lacks the initiative to actually establish and enforce standards, replace the police command, beginning at the top, with no-nonsense pros.

4. Until steps 1-3 are taken, place the department under the supervision of a monitor, such as Robert Warshaw, who is given the power to implement the needed changes and has demonstrated this already in Detroit and Oakland.
