Baltimore far from transparent

Kudos to Dan Rodricks for noting that "transparency" in the Freddie Gray case is not two weeks of "investigation" ("Eyes wide open to problems experienced by black men," April 20). Transparency allows public citizens to view what otherwise is hidden. It allows those who pay for government to participate in democracy, assess progress and determine accountability.

Mayor Stephanie Rawlings-Blake, while claiming transparency as an objective, has allowed the police department to be just the opposite. Backroom investigations may be the common practice of the current city administration but let's not confuse it with transparency.
