Recently, The Sun ran an article about the crime rate spiking in Baltimore ("Arrests in Baltimore plummet, and residents are fearful," June 13). Everyone seems intent on blaming the Baltimore City Police Department.

However, looking at the crime where two gang members broke into a house and killed a 16-year-old girl, both of these men had long criminal histories. One of them was arrested several times on crimes ranging from first degree attempted murder, car theft, assault, etc. All of these charges were listed as not prosecuted or "Nolle prosequi." This means that they did not spend one night in jail for these crimes unless they were waiting to get bailed out.

With 33 arrests and no jail time, where is the incentive to not commit crimes? Look at the justice system. Why are these criminals being allowed to roam the streets? How many times have we heard this: "Why are they even out on the street?" This happens all too often.

So even if the police do arrest them, they are right back out on the streets committing crimes. Until these people are locked up and off the streets for good, nothing is going to change. Crime is just going to get worse!
