In your editorial, "Congress on the clock" (April 13), you talk about the federal Highway Trust Fund going bankrupt unless Congress acts to raise taxes. Motorists deserve better highways and bridge repair, but the truth is not all of the tax money motorists pay goes to build or repair roads or bridges.
One of the sub-funds is the "Mass Transit Account" which pays to build and subsidize mass transit which motorists are not using, so why should they pay for it? We know that the fares for these modes of transportation do not support them, so why not take money from those that don't and use it as a penalty?
Another sub-fund is the "Leaking Underground Storage Tank Trust Fund." Whose tanks are these and should not the owners be paying to solve the leaking problem and not motorists? The federal government is the worst steward of the taxpayers' money, and it has been proven over and over again on both the state and federal levels. The Baltimore Sun should disclose all the information in its reporting.
