When I was in the Marine Corps we used the term "leader-sleep" to describe an officer or senior non- commissioned officer who lacked the ability to lead. In our opinion they had fallen asleep at the wheel.
Our Congress takes a similar oath to lead at the beginning of each term, but It has been apparent for years that our representatives on Capitol Hill are asleep at the wheel and have not understood their responsibility to lead.
A major obligation of Congress is to determine how much the government takes in and how much the nation spends. It has been more than a thousand days since Congress passed a budget resolution.
Congress is asleep, and there are no true leaders. Let's take that first step toward reforming the incentive structure for Congress by endorsing a "no budget, no pay rule: If no budget gets passed, our representatives don't receive their paychecks.
Maybe if enough voters support this initiative, we can awaken our sleeping leaders on the Hill and begin to get something done.
