Can anyone in Baltimore City government please explain the wisdom of simultaneously and without notice to commuters closing Franklin Street at Park Avenue and thereby throwing three lanes onto Park as well as closing Centre Street at Park, thereby throwing two more lanes of traffic onto Park and, finally, closing one lane of Park north of Centre for repairs which leaves two tight lanes to handle at least seven lanes of traffic ("West Franklin Street to close for a month beginning Aug. 24 for sewer work," Aug. 22)?
The ripple effect blocks Charles Street as well as Calvert Street and garage exits throughout downtown. Oh, and those traffic control officers? They disappear by 4 p.m. Is it any wonder why businesses leave the city for the counties?
